President Rick Hoover called the meeting to order at 8:00 p.m. W:.Ken James, Sr. gave the invocation followed with the Pledge of Allegiance to the Flag.

President Rick Hoover then proceeded with the regular order of business. All members and guests were welcomed and the W:.M:. of Clearwater Lodge was thanked for providing the meeting place and dinner. The kitchen help, who prepared our fine meal, were then introduced.

It was regularly moved, seconded and passed that the previous meeting minutes be accepted as printed and distributed.

Treasurer's Report:

Our ending balance from the previous meeting was $3,541.54. The current ending balance is $5,571.72 with $2,590.98 reserved for our Scholarship Fund. It was regularly moved, seconded and passed that the treasurer's report be accepted as read.

R:.W:.David Neveitt reported on the Masonic Home Christmas Party. There were approximately 32 children in attendance and a nice meal was served. It was decided that we will continue to participate in this event.

A report was given on the Bay Pines Christmas Party. There was approximately 14 Masons in attendance.

The proposed by-law change which was discussed at our last meeting was read for the final vote. After much discussion, it was regularly moved, seconded and passed that this proposed by-law be changed.

New Business:

The 2004 Installation of officers for the ensuing year was then held, with the following brothers installed:

President Sam Lampson appointed the following to the Audit Committee: Mark Birenbaum, Chairman; R:.W:.Paul Stellrecht; and W:.Jim Clouser.

The meetings for this year were set for the following locations:

March 2004 - Star Lodge
May 2004 - Sutherland Lodge
July 2004 - Northside Lodge
September 2004 - Clearwater Lodge
November 2004 - Nitram Lodge

A motion was regularly made, seconded and passed that this Association award a $1,000 scholarship to a deserving student, and be presented a plaque not to exceed $25.00.

A motion was regularly made, seconded and passed the Scholarship Committee consist of the same members as the previous year (Bryce, Chairman; Verderame, and Birenbaum).

A motion was regularly made, seconded and passed that the Scholarship Committee have the authority to select the winner of this Association's Scholarship recipient since the end of the school year has been moved up.

A motion was regularly made, seconded and passed that this Association's scholarship be named the "William S. O'Brien Masonic Scholarship" in memory of W:.O'Brien.

A motion was regularly made, seconded and passed that this Association sponsor a trap shoot, to be held on April 17, 2004 at the Silver Dollar Shooters Club, with the proceeds for the benefit of the Scholarship Fund.

A motion was regularly made, seconded and passed that the proceeds from this Association's annual golf tournament, tentatively scheduled for October 9, 2004, go to charity, to be announced at a later date.

A motion was regularly made, seconded that this Association fund and sponsor the Grand Master's Official Visit. After much discussion, this motion was defeated.

An announcement was made that the Grand Master's Parade will be held on February 15, 2004 beginning at 12:30pm.

Introductions were then made: This Association's Past Presidents; Past District Deputy Grand Masters; R:.W:.Ed Phero - District Instructor for District 20; R:.W:.Sam Lampson, District Deputy Grand Master of District 20; R:.W:.Rick Hoover, District Deputy Grand Master of District 21.

The next Masters & Wardens Meeting will be held at Star Lodge on March 17, 2004. Dinner at 7:00pm and the meeting will begin at 8:00pm.

Old Business:

The Hot Gavel is at East Gate Lodge. The Traveling Gavel is at Pinellas Daylight Lodge.

W:.Tim Bryce announced that our Scholarship Committee had received approximately 28 to 30 applicants. The Scholarship Committee will be selecting the recipient of our Scholarship very soon and will be announced at our next meeting.

The Audit Committee stated they had completed the audit of the Association's financial records for the past year and found everything to be in order. R:.W:.Ron McMillan was thanked for doing an excellent job with the books. A copy of the Audit Committee report is attached to the minutes.

New Business:

The rules for both the "Hot Gavel" and the "Traveling Gavel" were discussed and voted on. The rules for the "Hot Gavel" and the "Traveling Gavel" are the same as follows:

1.                  Seven (7) Brothers are required to present or obtain a gavel; of these seven brothers, two must be officers, one of which of must be an elected officer.

2.                  The gavels can be presented or obtained at either a Stated or Called Communications. The whole team must stay for the complete communications and claim or present the gavel at the close of the meeting.

3.                  The gavel cannot be obtained or presented to the Lodge that was last in possession of it; at least one other Lodge must have been in possession of the gavel.

4.                  Gavels should be passed on A.S.A.P. (within the period of time before the next SunCoast Masters & Wardens Association meeting - currently held bi-monthly).

5.                  Gavels are to be prominently displayed in the "East" during all Stated and Called Communications.

6.                  For the "Traveling Gavel" - In the event multiple Lodges are present to obtain the gavel, the Lodge with the most Brothers present will be awarded the gavel. In case of a tie, the Worshipful Master of the Lodge in possession of the gavel shall, at his discretion, devise a suitable and fair method to break the tie.

7.                  For the "Traveling Gavel" - The visiting Lodge obtaining the gavel shall have at least one meeting scheduled, after claiming the gavel, before going dark for the summer.

8.                  The "Hot Gavel" and "Traveling Gavel" cannot be exchanged at the same communications by the same Lodge.

9.                  Upon transfer of a gavel, an entry will be made in the accompanying register giving date of receipt, Lodge name and number, and the names of the Brethren involved.

W:.Jack Large, candidate for the station of the Junior Grand Warden was introduced and presented a brief summary of his Masonic history and views on various items at Grand Lodge. A short question and answer period was then held.

Introductions were then made: R:.W:.Ed Phero - District Instructor for District 20; R:.W:.Sam Lampson, District Deputy Grand Master of District 20; R:.W:.Rick Hoover, District Deputy Grand Master of District 21.

As is customary at this meeting, the outgoing DDGM's announced who would proceed their positions for the ensuing Grand Lodge Year. They are as follows: W:.Bill Petrey will be the new DDGM for District 20 and W:.Jim Clouser will be the new DDGM for District 21. The new District Instructors will be the same: R:.W:.Ed Phero - District 20 and W:.Ed Street - District 21.

The next Masters & Wardens Meeting will be held at Sutherland Lodge on May 19, 2004. Dinner at 7:00pm and the meeting will begin at 8:00pm.

President Sam Lampson then proceeded with the regular order of business. All members and guests were welcomed and the W:.M:. of Sutherland Lodge was thanked for providing the meeting place and dinner. The kitchen help, who prepared our fine meal, were then introduced.

Our ending balance from the previous meeting was $4,417.62. The current ending balance is $6,485.40 with $2,092.90 reserved for our Scholarship Fund and $260.19 reserved for the Masonic Home Christmas Party. W:.Tim Bryce reported on the Trap Shoot Tournament held in April. R:.W:.Paul Stellrecht, PDDGM (Star Lodge) won the Adult Division and Bro.Dale Thomas (Elmer O. Smith Lodge) won the Seniors Division and was "Top Gun." The event resulted in a $120 donation to the Association's Scholarship Fund. As to the William S. O'Brien Scholarship itself, the Committee selected Miss Than Doan of Gulf High School out of 40 applicants in the area. Bro. Bryce thanked his committee members for their participation, including Bro. Mark Birenbanm and W:.Frank Verderame. Bro. Bryce went to Gulf High School's Awards ceremony and made the presentation to Miss Doan. Finally, Bro Bryce read a nice Thank You note from Miss Doan to the Association.

Bro. Bryce also reported that the 3rd Annual SunCoast Masters & Wardens Association Golf Tournament has been moved back one week. It is now scheduled for 12:00pm on Saturday, October 16th.

New Business:

Bro. Jim Ullery of East Gate Lodge discussed the upcoming Masonic 5K Charity Run scheduled for Saturday, May 22nd, at Eastlake Woodlands in Oldsmar. Proceeds to benefit the National Childhood Cancer Foundation. Bro. Ullery solicited volunteers from the Brethren to help on the day of the event.

Introductions were then made: R:.W:.Ed Phero - District Instructor for District 20 and W:.Ed Street for District 21. R:.W:.Sam Lampson, District Deputy Grand Master of District 20, and R:.W:.Rick Hoover, District Deputy Grand Master of District 21.

W:.Tim Bryce was thanked for taking the previous minutes due to the absence of our Secretary. R:.W:.Ron McMillan, Secretary announced that M:.W:.John Givens (then Grand Master) approved our recent by-law change on May 28, 2004.

Treasurer's Report:

Our ending balance from the previous meeting was $6,485.40. The current ending balance is $5,590.93 with $1,193.93 reserved for our Scholarship Fund and $260.19 reserved for the Masonic Home Christmas Party. It was regularly moved, seconded and passed that the treasurer's report be accepted as read.

It was noted that this is the first time in quite awhile that each Lodge was represented.

W:.Tim Bryce, Vice President, announced that this Association's annual golf tournament will be held on Saturday, October 9, 2004 at the Tides Golf Club. A packet of various sign up sheets, flyers, etc. was handed out to all of the Lodges. It was strongly encouraged that each Lodge's participation is required if this event is to be a success.

New Business:

R:.W:.Rick Hoover read a letter from the University of Florida regarding the recent scholarship check.

A motion was regularly made, seconded and passed that this Association advance $3,000 to the DDGM's of the 20th and 21st Masonic Districts for the Official Visit of the Grand Master, to be held on Friday, October 29, 2004 at the Masonic Home.

The Zone 6 Schools of Instruction were announced for this year as follows: September 11, 2004 (Rusty Nail Degree); November 20, 2004; March 19, 2004 (Zone 6 Ritual Competition) and May 21, 2005. These Zone Schools will be held at the Scottish Rite Masonic Center in Tampa and will begin at 8:00am.

It was announced that the Masonic Home Parade will be held on October 31, 2004 with a barbecue to follow for a donation of $7.00. There will be several other events scheduled this weekend - details will follow at a later date.

W:.Gil Wiseman, State Chairman for the Wardens Workshop announced that the Zone 6 Workshop will be held on August 14, 2004 beginning at 7:00am to 5:00pm at the Masonic Home. The cost to cover the workbook, materials, etc. is $25. This is a very informative workshop for any line officer and is open to any Master Mason who wishes to attend. You may pay at the door the day of the workshop.

The next Masters & Wardens Meeting will be held at Clearwater Lodge No. 127 on September 15, 2004. Dinner at 7:00pm and the meeting will begin at 8:00pm.

It was regularly moved, seconded and passed that the previous meeting minutes be accepted as printed and distributed, with one minor correction. This Association's Annual Golf Tournament will be held on Saturday, October 9, 2004 rather than Sunday, October 9, 2004.

The current ending balance is $4,993.31 with $1,193.93 reserved for our Scholarship Fund and $260.19 reserved for the Masonic Home Employee Christmas Party. W:.Tim Bryce, Vice President, announced that this Association's annual golf tournament will be held on Saturday, October 9, 2004 at the Tides Golf Club. Brother Rick Willis, of Sutherland Lodge will be the Tournament Director. The putting contest will begin at 12:30 PM and the Tournament will begin at 1:30 PM. W:.Bryce is requesting that all Lodges participate in this event since it is the only large fund raiser we have during the year. A motion was regularly made, seconded and passed to give the Tides Golf Club a $500 deposit.

It was announced that the Grand Masters Official Visit to Districts 20 and 21 will be on October 29, 2004 at the Masonic Home. Registration will begin at 6:00 PM, dinner will be served at 6:30 PM and the Tiled Meeting will begin at 7:30 PM.

New Business:

It was announced that the Masonic Home Parade will be held on October 31, 2004 with a barbecue to follow for a donation of $7.00. There will be several other events scheduled this weekend. A motion was regularly made, seconded, and passed that this Association sponsor the Christmas Party for the Employees of the Masonic Home. The amount of money we will give to this party will be decided at our November meeting.

Our Secretary read a letter from Brother Red Russell regarding the Bay Pines Christmas Party, which will be held on Friday, December 17, 2004. We will assemble in the Cobb Room on the ground floor of the Main Hospital building at 12:30 PM. A motion was regularly made, seconded and passed that we send out a letter requesting individual lodge assistance in the amount of $75.00 per Lodge. A brief discussion was held regarding this Association sponsor proposed Grand Lodge Legislation.

Introductions were then made: R:.W:.Ed Phero - District Instructor of District 20; W:.Ed Street - District Instructor of District 21' R:.W:.Bill Petrey District Deputy Grand Master of District 20; R:.W:.Jim Clouser District Deputy Grand Master of District 21. Two members of the Egypt Shrine Temple were introduced: W:.R.James Rocha, High Priest and Prophet, and Brother Jim Odell, Assistant Raban.

The next Masters & Wardens Meeting will be held at Nitram Lodge No. 188 on November 17, 2004. Dinner at 7:00pm and the meeting will begin at 8:00pm. This will be the annual election of Officers for the ensuing year.
